Why they really want to charge for pick-up at Logan

Spoiler: It's not necessarily about "the environment"

There are reports that Logan Airport is looking at charging a $15 fee for dropping off and picking up passengers.  The Conservation Law Foundation says the study is designed to reduce congestion and pollution.  While that sounds all shiny and happy, what's the real reason for doing this?  It might have something to do with lacking funds for infrastructure since Beacon Hill just gave themselves MASSIVE raises.  So, it's possible that, in order to make up the difference, they're bleeding you.  It's nice work if you can get it... even if it is part-time.
